Frequently Asked
What is Perry Street Empowerment?
Perry Street Empowerment is a centralized workforce and contractor registry serving Pontiac and Oakland County. We connect qualified contractors, skilled trades professionals, apprentices, developers, and municipalities through one organized system designed to streamline project access and support Section 3 compliance.
We are not a general contractor. We are a connector and workforce infrastructure partner.
Who should join the Contractor Registry?
Licensed and insured contractors in trades such as plumbing, electrical, carpentry, HVAC, masonry, and general contracting are encouraged to apply.
If you:
• Operate in Pontiac or Oakland County
• Want increased visibility for development projects
• Are interested in Section 3 opportunities
• Want access to posted bids
Then, joining the registry positions you for potential project connections.
What information is required to join the Contractor Registry?
We collect:
• Company details
• Trade categories
• Service area
• Insurance documentation
• Licensing or certifications
• Section 3 status (if applicable)
• Optional W-9 and COI uploads
This allows us to categorize and filter contractors efficiently when developers submit requests.
Does joining guarantee project work?
No. Participation in the registry does not guarantee contract awards.
Perry Street Empowerment facilitates connections between developers and qualified contractors. Final hiring and contracting decisions remain with the project owner or developer.
How do developers request contractors or workers?
Developers and municipalities can submit a project request form including:
• Project location
• Timeline
• Trades needed
• Workforce requirements
• Section 3 needs
Our team filters the registry and responds with qualified matches based on documentation and trade alignment.
What is Section 3 and why does it matter?
Section 3 is a federal requirement tied to certain HUD-funded housing and infrastructure projects. It prioritizes hiring low-income individuals and contracting with eligible businesses in the local community.
In Pontiac, Section 3 plays an important role in ensuring development creates economic opportunity for residents.
We help track and categorize Section 3 eligibility to simplify compliance.
How do you determine Section 3 eligibility?
During intake, workers and contractors answer basic eligibility questions related to:
• Income level
• Public housing residency
• Participation in qualifying assistance programs
• Promise Zone eligibility (if applicable)
Participants are tagged as:
• Verified
• Likely Eligible
• Not Eligible
This information supports compliance tracking for development projects.
Who should apply to the Workforce / Apprenticeship Program?
Individuals interested in entering or advancing in the skilled trades are encouraged to apply.
This includes:
• Entry-level apprentices
• Skilled workers seeking more opportunity
• Individuals pursuing Section 3 eligibility
• Pontiac residents seeking workforce pathways
Our program is structured to connect training with real project opportunities.
What does the Workforce Program include?
Participants receive access to:
• Weekly check-ins
• Cohort groups
• Trade-specific discussion channels
• Training videos and replays
• Job postings
• Bid alerts (where applicable)
• Section 3 guidance
We focus on structured progress, accountability, and connection to opportunity.
How quickly do you respond to project requests?
We aim to respond within 3–5 business days. For urgent projects, developers may indicate priority status in the request form.
